Depending on what type of flooring product is being installed on top of the cutback adhesive you do have some options.
Black adhesive under parquet floor.
Black tar was a popular option for flooring adhesive in homes built prior to the 1970s.
And i have learned that sometime black adhesive can contain asbestos.
Removing the black tar is a time consuming process but can be done properly with a strong solvent and the right tools.

What everyone is saying here to summarize is that black adhesive under what appear to be vinyl tile might actually be cutback adhesive a glue that was used up until the late 60s early 70s in some areas that know better than them uppity urban scientists for adhering asbestos tiles.
Since then a flooring contractor has installed carpet over this adhesive.
As a petroleum based material the cutback is not softened by water.

Asbestos was mixed with this product to make it more durable.
Underneath the underlayment layer was vinyl tile and under that was a layer of black adhesive.
